Narrative

A clean water system built near the commune’s cultural center and stadium has contributed to health services in the area.

The completed water system has improved the community health and decreased the number of water-borne diseases in the project area.

Currently more than 600 households connected to the system; additional households will be encouraged to connect by the local authorities in the coming time.

The residents have access to potable water which will be sufficient for their daily consumption in the dry season, and they no longer have to use contaminated water due to primitive filtration methods or have to travel long distances to collect water. Time will be saved which the children can use to study and play, and adults can focus on generating additional income and spending time with family.

Sustainability

Creating and measuring long-term impact

The project is financially self-sustaining. Villagers pay for all water they use. There are 7 local people in the water management board who were hired and trained to manage the system. Their salaries are paid by the water fees. Water tariff is 17 cents (VND 3,000). This may increase to account for the steadily increasing cost of electricity. The management model may be either public (Commune People's Committee appointing staff) or local agricultur cooperative. The latter management model is becoming increasingly common in the EMW financed water systems, with about 15 out of 100 systems privately managed thus far.

Other Issues

Unusual and unexpected issues faced during project execution

Multiple meetings have carried out by the Water Team with local community members and the local authorities to assess their probable level of participation. After the positive assessments, MOUs between East Meets West and the Local Authorities were signed defining the respective roles and responsibilities of each stakeholder during project implementation.
In Tra Dinh, due to the geological structure (soft clay soils) of the initially proposed site of the Water Treatment Plant, another more suitable site had to be selected. This delayed the process so that it took more time and effort than usual for the Water Team to complete the technical survey and water system design.

Impact

People Getting Safe Drinking Water: 3775

Currently, there are 600 households connecting to the system. In the long run about 775 households will get clean water, with around 1,500 children and 800 women benefiting.

School Children Getting Water: 1100

the number of school children accessing water from the new piped water system is about 1,100.

People Getting Sanitation: 170

There are 34 households have built sanitary latrines with the incentive payments from BPR Grant. The 20% incentive payment from BPR encourages people to build their own latrines. This payment was only paid after the quality control inspection took place by EMWF.
