Cam Thuy is a highland community of Cam Lo district, located in the middle of Quang Tri Province, 60km north of the city of Hue, in central Vietnam. It borders the district of Gio Linh in the North, the district of Trieu Phong in the South, DaKrong mountain in the West and Dong Ha town in the East.
There are 574 households in the project area. 95% of the residents make their living from farming and raising animals and the average monthly per capita income is $20. About 25% of the residents live below the GOV poverty line, i.e., earning a monthly per capita income of USD 12 or less.
Most people in the four hamlets lack access to clean water today. They use water from dug wells that has high levels of sediments, calcium, and iron. The water needs filtering prior to use, which is done using charcoal and sand.
For those who can afford it, fresh drinking water is available for purchase in local grocery stores or markets for about 60 cents per 20 liters. The poorer residents are limited to using the polluted water for their daily activities. There is a critical need for access to clean water for the residents in this area.
Few families in Lam Lang Hamlets 1-3 and Tam Hiep Hamlet have improved sanitary latrines, and hand washing with soap is not regularly done as often as it should be. Water-borne diseases are a problem for the residents, many of whom suffer from related skin, eye, and digestive illnesses.
No piped water system has ever been constructed in the area before. Water to the new clean water system will be taken from a river that runs nearby the commune and that provides large amounts of relatively clean water.
