Duy Phuoc Commune is located in the east of Duy Xuyen District, Quang Nam Province, very close to the Highway 1A with the area of 1,238 ha, and far away Danang city about 35 km in the south. There are has 2,814 households with a total population of 13,114 persons in the whole commune, including 800 households (4,000 persons) in My Phuoc and Ha Nhuan. Most of the population subsists on farming with their low incomes.
It is a poor community, with an average monthly per capita income of $20. About one-quarter of the residents live below the GOV poverty line, i.e., earning a monthly per capita income of USD 12 or less.
Due to its low topography and the vicinity of Thu Bon River, the groundwater of the area is contaminated with lime, salt, and sediments and has bad smell all year round. The majority of the resident in Ha Nhuan and My Phuoc uses the water from dug well or drilled well of about 4 - 8 meters in depth within the area for their daily activities. Water for drinking or cooking however is either taken from the wells and is filtered in traditional way, through water jars with sand, coal and stones, and then boil before drinking.
Few families in My Phuoc and Ha Nhuan Hamlets have improved sanitary latrines, and hand washing with soap is not regularly done as often as it should be.
Water-borne diseases are a problem for the residents, many of whom suffer from related skin, eye, and digestive illnesses.
