Binh Tu Commune is a flat commune that is located 18 km south of Tam Ky city, Quang Nam Province, and 60 km from Danang city.
There are 14,500 people living in 3,586 households in the commune, of which 2,100 households are in the four beneficiary hamlets. About 12% of the residents live below the GOV poverty line, ie, earn a monthly per capita income of $US12 or less.
Most of people in this commune are farmers and the rest have small businesses.
The Binh Tu population obtains drinking and washing water from drilled and dug wells. These water sources cannot be used for cooking and drinking, although they are used for washing, because they are contaminated with high levels of sediment and iron and have odors. Some households have installed manual stone and sand filters to reduce these issue and the others manually transport clean water from local clean water wells to their homes. Water related health issues are common.
About 85% of households have hygienic latrines and most of them are dry pit systems. About 95% of the 2,100 households in four project hamlets are interested in building partly subsidized self contained pour flush hygienic latrines.

Hygiene Education

¥ Assessment of the needs of local residents for safe water and improved sanitation and hygiene in the project area.
¥ Assessment of the willingness and ability of beneficiaries to pay for both initial investment costs for house connections and monthly consumption-based water tariffs; and, contribution of labor to the construction for digging and backfilling pipeline trenches.
¥ Identification of the most convenient, highest capacity, best quality and most reliable water supply in the area (three drilled wells).
¥ Water quality testing of the three drilled wells and certification of the source as fit for drinking before commencement of design and construction.
¥ Hold consultation meetings with potential beneficiary groups and local authorities in order to allow everyone to voice their concerns and opinions about the proposed project as well as to share local knowledge and experience about clean water usage and hygiene issues.
¥ The following standard activities will be carried out: design and construction of three drilled wells, three intake pumps (submersible or centrifugal depending upon the selected water source depth), intake piping, water treatment system and water storage tank (as determined by the water quality test results and location details), electrical and control systems and the water transmission and distribution systems (about 28,973 m). A water production meter will be installed on the outlet to the main distribution line to monitor water production and downstream water losses.
¥ Technical and management skills training of Water Managers and the Project Management Board to ensure that the proper system operations and maintenance activities will be undertaken when EMW involvement ceases.
¥ Carry out a hygiene and sanitation behavioral change program to maximize the community health benefits of the new water supply system. The EMW Hygiene and Sanitation Behavioral Change (HSBC) program will raise awareness, provide training and provide financial incentives to help families build hygienic latrines and carry out social marketing activities to encourage people to adopt more effective hygiene and sanitation behaviors.
