The project is financially self-sustaining. Villagers pay for all water they use. There are two water managers who will be hired and trained to manage the system. Their salaries are paid by the water fees. Water tariff is expected to be in the VND 2,000 - 2,500 range. This may increase to account for the steadily increasing cost of electricity. The management model may be either public (Commune Peoples Committee appointing staff) or private (open bidding for interested qualified private sector water managers). The latter management model is becoming increasingly common in the EMW financed water systems, with about 30 out of 100 systems privately managed thus far.

About 775 households will get water, with around 1,500 children and 800 women benefiting.

it has been raining very heavily recently, causing more than usual flooding in this low-lying area. As the level of river water raises, the ground water level raises accordingly. The bottom line is that construction has been halted until such time as the weather lets up. Otherwise, it would be necessary to continuously pump out the foundation as it is being constructed. As soon as the weather is better, we will start building the Water treatment Plant tower. The pre-sedimentation tank will be built first. Then the local people will dig the pipeline trenches. The river in-take (one large - 2m) diameter intake structure, and 3 small wells with a network of pipe with holes to allow water in, but filter out debris) is now scheduled just before or after the Tet holiday, when the rainy season is usually over, and the level of river water has dropped. This site, like all of the more recent EMW systems, will use a more sophisticated water treatment system, which will increase the price somewhat, but also provide higher quality water to the system customers.
Multiple meetings have carried out by the Water Team with local community members and the local authorities to assess their probable level of participation. After the positive assessments, MOUs between East Meets West and the Local Authorities were signed defining the respective roles and responsibilities of each stakeholder during project implementation.
In Tra Dinh, due to the geological structure (soft clay soils) of the initially proposed site of the Water Treatment Plant, another more suitable site had to be selected. This delayed the process so that it took more time and effort than usual for the Water Team to complete the technical survey and water system design.
