Background

- Since this area comes under the drought prone area it receives an average rainfall of 400 – 500 mm which is irregular and erratic.
- The area has a severe water scarcity and is chronically/frequently in a year. Often from March to June/July each year women and young girls have to struggle for 3-4 hours each day just to fetch drinking water for household consumption. The drinking water is being supplied to this village through tankers every year which is also not in time and regular.
- The joint drinking water scheme was implemented in the main village Kachner some 8-9 years back. Extension of drinking water pipeline was provided to this village. But due to the non-availability of permanent source of water to the drinking water well, the well runs short of water in summer months and the scheme is operative only for 7 – 8 months for supplying water to main village.
- Due to insufficient water source this village never received the drinking water through the piped scheme of government (govt.). Therefore the village community has decided to solve the drinking water problem through their initiative rather than depending on the govt.
- The village community has planned to implement the drinking water project from the existing drinking water well of GP which is at a distance of 610 meters from the village. Villagers have prepared a plan which is the integral part of this project proposal.

Kachner Tanda No.6 village has been selected for the promotion of watershed activities since last year. The capacity building of the village community has been initiated under which the exposure visit to watershed project, SHG training, watershed committee trainings have been conducted. The soil and water conservation and NRM activities too are in progress.

Technology Used:

The following activities would be undertaken in the village.
• Existing well; Use of Gram Panchayat well to lift water for drinking purpose.
• Laying of pipeline for carrying water from well to water tank.
• Fitting of electric motor for lifting water from the well to the water tank.
• Construction of water storage tank
• Distribution system

- It is planned to promote and implement the cost effective and community managed drinking water project which would benefit the deprived and vulnerable community of small villages/hamlets as per the village situation and their demand.
- It is planned to install 5 HP electric pump on the well to lift and transport drinking water through underground pipeline. The water would be stored in the newly constructed water storage tank of 15000 ltrs. Capacity. The water would be distributed through installation of 2 stand posts.
- The main concern and issue of water and sanitation is very much related to women as they are the ones who have to face the brunt. The SHGs are formed in the village and these are federated into the Apex body called SMS. The SHGs and the SMS play an important role in the social developmental activities especially they will be actively involved in water and sanitation activities.
- The drinking water and sanitation project would be implemented through the SMS (Apex body of all SHGs) drinking water and sanitation project. The SMS will be responsible for implementation, supervision, quality control and monitoring of activities with the support of village development committee and WOTR staff. The funds would be released directly to the Water Committee’s (pani samittee) bank Account. The committee would maintain the transactions and would be responsible for maintenance of accounts.
- The technical and social mobilization support would be provided by WOTR (a separate unit for implementation called SIED) The Pani samittee and the village development committee’s capacity building would be done by the implementation team. After the successful completion of the project the water committee and VDC would be responsible for the distribution of water, collection of water tax and also repairs and maintenance of the project.

So far WOTR has successfully implemented 25 decentralized drinking water projects through BPR benefitting 2151 households and 13374 individuals. Besides this, at present we are implementing drinking water and sanitation projects in 11 villages in 4 districts of Maharashtra benefitting 609 households and 3750 individuals. During the financial year we have completed drinking water and sanitation project (facilities) to 64 primary/secondary schools/ Anganwadies in 23 villages in Ahmednagar district. Our past experience in all drinking water and sanitation projects shows that when the women are given the responsibility, they take initiative to implement the project, organize the village community, approach the local Gram Panchayat and handle the project efficiently.

Community Organization:

The Kachner Tanda No. 6 hamlet is selected by WOTR for the promotion of watershed in 2008. The actual physical watershed has been initiated from December 2008. Under the capacity building, the exposure visits, SHG trainings have been conducted and in the due course of time of next one year as the watershed activities continues the other trainings such as project planning and management trainings (3 trainings) and SMS trainings (Part 1 & II) and other issue based trainings would be conducted to capacitate the CBOs & village community

Besides these 2 specialized trainings would be conducted for the women’s water committee and the village development committee in which topics on management of drinking water, sanitation, health, hygiene issues and post drinking water project management will be covered.

In the initial stage, the Participatory Rural Appraisal (PRA) was conducted in the village to understand the local situation and to collect the basic data of the village such as no. of households, population, their locations, infrastructure, facilities available in the village, natural resources, land irrigation cropping pattern, drinking water facilities, sanitation situation etc. During the problem analysis it was realized that ‘drinking water’ is one of the important issue in the village. After the organisation of the women in the SHGs and SMS the women have decided to solve the drinking water problem and have taken initiative for the same. The initial planning of the project is being done through the PRA by the village community and the technical plan and estimates is prepared by WOTR staff. As per the WOTR’s norms the village community has to agree to contribute minimum 10% of the total cost either in cash or in kind. Accordingly the village community has agreed to contribute 10% of the total cost.
The source of water identified is the village drinking water well owned by the gram panchayat (local self Govt.) who has given the permission to promote the project. After the completion of the project the Gram Panchayat would be responsible for the repairs and maintenance and post management of the project.

Government Interaction:

To provide the safe drinking water to the villagers is the prime responsibility of the State Government.

The joint drinking water scheme was promoted by the Govt. for 6 villages which included Kachner Tanda no 6 also. But so far (since 2002) Kachner Tanda no 6 has no access to potable water due to technical fault and insufficient water source to the well. The local gram panchayat has given the necessary support and cooperation to implement this project as well as permitted to use the drinking water well owned by the Gram Panchayat.

Ancillary activities:

At present the watershed developmental activities are being implemented in the village. The total geographical area of the hamlet is 320 ha. out of which 153 ha. land treatment has been completed. The land treatment includes contour bunding in 149 ha., horticulture of sweet lime and mango in 4 ha. and afforestation on 2 ha. Due to the large area coverage the water table of the drinking water well and in the private irrigation wells has increased compared to the pre-watershed period. The soil and water conservation, agriculture development, livestock, human resource development, livelihood activities have been initiated in the village. There would be synergy between VDC, water committee, SHGs, SMS and Gram Panchayat for implementation of the drinking water project.

Other Issues:

Project village belongs to nomadic tribe community (Banjara) which is a backward community. Mostly this is small village and neglected by Govt development agencies.

From the beginning the women groups (SHGs, SMS) and the women’s water committee will be responsible for the implementation and management of the project.

Local contribution 10% of the total cost will be collected from the households. The Water Committee will set up a Maintenance Fund to manage the maintenance of the post project period. A water tax will also be regularly collected from each household and the Water Committee would be responsible for the same.

To assist the Water Committee to manage the drinking water project they would be given required capacity building and training by SIED. With this we expect that this initiative would sustain.
