Introduce the concept of ECOSAN toilet in Perungalurpet, Korkkadupet and Molapakkam villages of Puducherry Union Territory. The interested willing women SHG members will be selected and ECOSAN toilets will be constructed in a participatory way.

Narrative

The funding was received only on 15th March 2011. Siince there was Assembly elections and Model code of conduct was in action, meetings involving women SHGs could not be conducted till 18th May 2011. The project was actively taken up from 20th May 2011.

Immediately after the initial sequence of awareness meetings, the women SHG members were taken up for an exposure visit to the existing ECOSAN toilet. 50 women participated. We have received 60 nos of applications for the ECOSAN toilets from the participants.

In the application it was proposed to construct 50 nos of ECOSAN toilets. But during the period of 8 months from the date of application, the cost price of important raw materials like cement, river sand, bricks has increased manifold. Also the mason wages has doubled and hence with the available budget it would be possible to construct 42 nos. only. The revised budget is attached herewith.

    THANE cyclone damage

    The THANE cyclone that hit Pondicherry, Cuddalore and parts of Villupuram Districts of Tamilnadu on 30.12.11 early morning devasted the entire area
    It was reported that almost 90% of the trees in Pondicherry have been uprooted, 126 nos. of transformers have lodged, 12,000 Ha of crops (Paddy, Sugarcane, Groundnut, Guava, Coconut, Cashew, Casurina, etc.,) have been damaged.

    In our area, there was no power supply and water supply for 3 days. In our working villages (Korkkadupet and Molapakkam), the power supply is yet to be restored. It has been reported that in certain parts particularly, in villages it may take few days for restoration of power supply. Similarly, the landline phone connections were dead and access to internet was not available.

    During this THANE cyclone, nearly 13 nos. of ECOSAN toilets constructed under PWX funding got damaged - in some toilets the cement roofs have been blown away; one toilet has totally collapsed as a tree has fallen over it; the basement has got affected due to the roots of tree in some toilets.

    Construction of ECOSAN toilets in Molapakkam

    The construction of 19 nos of ECOSAN toilets is in progress in the Molapakkam village. The construction has been halted for nearly 15 days during the second fortnight of Nov'11 due to heavy rains.

    I visited Korkadu and Molapakkam villages outside of Pondicherry, Tamil Nadu as a volunteer photographer to document the sanitation projects under way by Ekoventure. What we in the West take for granted - toilets and sanitation - are relative luxuries in poor rural villages. Yet the impact of providing clean water and indoor toilets are profound on the health of people, animals and crops.

    Thus, the visit by Ekoventure officials and a visiting Westerner with a camera was reason for celebration in Korkadu on the occasion of the completion of composting toilet for another fortunate household. Village women are members of the Self-Help Group (SHG) in this Dalit-caste community and they greeted us generously and with ceremony. The pride and gratitude was palpable.

    In Molapakkam village, I was able to watch construction of a composting toilet and meet some of the villagers.

    I will augment this report later with more details about these projects culled from an interview with Ms. S. Pushpalatha, founder and chairwoman of Ekoventure.

    Completion of 20 nos of ECOSAN toilets in Korkkadupet

    The construction of ECOSAN toilets has followed a slow progress due to various reasons like late supply of ECOSAN pans, irregular arrival of masons and non availability/poor supply of river sand. However, the first batch of 20 nos. of ECOSAN toilets in Korkkadupet (18 nos) and Perungalurpet (2 nos) have been completed.

    The supply of raw materials for the construction of ECOSAN toilets in Molapakkam village have been completed and the construction work is in progress.

    Exposure visit to ECOSAN toilet at Renganathapuram Village, Villupuram District

    The women from 3 villages- Perungalurpet, Korkkadupet and Molapakkam were taken for an exposure visit to the ECOSAN toilst at Renganathapuram village, Villupuram district. 50 women participated. They had interactions with the Ms. Azima Beevi and other members of the family (users of the ECOSAN toilet) about the performance and impact of theECOSAN toilet.

    In the presence of the visitors, one of the chambers (matured and digested night soil) of the ECOSAN toilet was opened. The visitors appreciated the technology as the composted night soil was odourless and looked like wood ash. They discussed and compared the ECOSAN and the conventional flush out toilets.

    The visitors were very much convinced and 25 women have registered on the spot for taking up construction of the ECOSAN toilets.

    Delayed start due to Assembly elections

    Ekoventure recieved the funds for the implementation of the project on 23.03.2011. However, Assembly elections for Pondicherry and Tamilnadu were declared on 01.03.11 and it was informed that the model code of conduct will be adhered to till May 18th 2011.

    The district administrations have instructed not to conduct any women self-help group meetings during this period as it was suspected that the political parties would use the SHGs in distributing money/gifts to woo voters.

    Hence, immediately after the completion of the elections, we have started the process and conducted 3 meetings to identify beneficiaries from the women SHGs.

    Out of the 55 participants, 10 participants agreed to construct the ECOSAN toilet for their houses.

    In both the meetings, the participants were briefed about the project activities. The technical details of the ECOSAN toilet and its usage were explained to the participants.

    Since this project is also linked with the Government scheme to avail the subsidy, the participants were explained about the criteria for selection as informed by the District Rural Development Agency (DRDA):
    1. The beneficiary should belong to BPL (Below Poverty Line) category.
    2. The beneficiary or their spouse/children should not work in the Government.
    3. They should not have availed the subsiidy under the housing scheme.

    Based on the criteria, 20 participants have given their willingness to construct the ECOSAN toilet. The verification of the criteria is under process.

Sustainability

Creating and measuring long-term impact

This is a sustainable model as there is zero maintenance cost.
One of the beneficiaries of the project after the exposure visit made a statement comparing ECOSAN toilet with the conventional flush out toilet - "To remove the night soil from the septic tank of a flush out toilet when it is full the user has to pay atleast Rs. 2,500. However, in an ECOSAN toilet, the user may either use the compost for his/her garden or sell the compost for a reasonable rate". During the exposure visit it was observed that the user of ECOSAN toilet has sold the compost of 35-40kg/bag for Rs. 200.

Other Issues

Unusual and unexpected issues faced during project execution

In one of the selected villages - Perungalurpet, the women SHG members objected for the contribution amount of Rs. 2,500 per toilet as in their adjoining villages (Perungalur main village, Kariklampakkam) ECOSAN toilets were constructed by HPPI NGO either without any contribution from the beneficiary (with the financial assistance from NABARD) or Rs. 1,000 only under PWX funding.
